NW Natural’s IRP is developed through a process open to the public and informed by feedback, as well as through a formal review conducted by a diverse set of interested parties, including:
Regulators: The Oregon Public Utilities Commission (OPUC) and the Washington Utilities and Transportation Commission (WUTC) are government agencies charged with regulating investor-owned utilities (IOUs) that serve electric or gas customers in Oregon and Washington. Each agency has staff members who are responsible for engaging in IRP processes and reviews.
Interested Parties/ Stakeholders: The terms “interested parties” and “stakeholders” are often used interchangeably and include customers, energy experts, consumer advocates, organizations representing communities, other utilities, and the general public.
Intervenors: Intervenors, unlike “interested parties,” can receive funding for their involvement in specific commission proceedings. Utilities allocate funds to intervenors via a formal commission process. This ensures that qualified organizations, representing specific utility customer groups, can actively engage in commission proceedings.
